After a slow start, Rogers has been a key man in Villa's surge up the Premier League table.
And Warnock insists the England international, as good as he's been, still has another level he can reach.
He told Tribalfootball.com: "Yes, 100%. I think we see it with England. I think we see it with the best of the best. When they're in and around you, it elevates his game. I think it brings out more in him.
"I think when you listen to him talk, I think he's desperate to get to that next level. I think he's on the right track to be at that next level. I think there's times this season where we have seen him produce moments and moments which are of a different level.
"So I think it will get to a point where he'll have a big decision to make and it could be after the World Cup, because he could have an incredible World Cup this year and sort of everyone's going, 'we need Morgan Rodgers in our team'."
Warnock also said: "I'd love to see him at Liverpool. And that's coming from an ex-Villa player who doesn't want to see him leave Villa. But if he is going to go anywhere, I'd love to see him go to Liverpool because he's the type of player that Liverpool need.
"I think he'd have to change his position at Liverpool and probably play as a wide player. But he's the type of player that Liverpool needs, someone who can beat players and take people on. And he's such a good player."
