The on-loan Liverpool midfielder is in the travelling squad, with Villa to meet Newcastle at St James' Park later on Sunday.
Emery's decision comes just days after he admitted Villa saw no long-term future for Elliott and were in talks with Liverpool about a return to Anfield.
Having played for both clubs this season, Elliott cannot move to a third team this month.
The 22-year-old hasn't played for Villa since October 2, when they defeated Feyenoord in the Champions League.
Elliott has played five league games so far this season, should he reach 10 appearances the Villa will be obligated to pay £35m to Liverpool and sign the midfielder outright.
