Inter won 3-2, with Juve fullback Pierre Kalulu sent off in the first-half for two yellow cards. His second was for a foul on Bastoni, who clearly dived to win the foul. However, due to VAR only being able to intervene in Italy for a direct red card, referee Federico La Penna's decision stood.
Moggi told TMW: "The Derby d'Italia was a match that will make something happen. The referee was inadequate, and the VAR system was beyond everyone's reach because the rules change every day.
"When VAR was introduced, those who said 'Thank goodness, at least Juventus doesn't steal anymore' are now the same ones who curse it.
"It either always intervenes or it never intervenes: it should have intervened on the Bastoni incident, even though the rules currently don't allow it. Common sense was enough. Bastoni was wrong to make a gesture that incited the crowd."
Continuing on Bastoni, Moggi declared: "That's the worst thing because he knows that in Inter-Juventus, any spark becomes a flame. It was naive, but he could have avoided it. That's where it all started.
"Everyone could have stayed quiet and said the referee was inadequate. In certain matches, a good referee, who also knows the environment, doesn't ruin everything right from the start."
