The Sun says the deal came not before Chelsea made an attempt themselves for the attacking midfielder.
Chelsea offered West Ham a £20m cash component plus Kieran Dewsbury-Hall in exchange for Kudus. But the move fell through, with West Ham rating Dewsbury-Hall at £20m, while Chelsea priced the midfielder at £30m.
Kudus was superb for Spurs on the weekend as he laid on two assists on debut in their 3-0 Premier League opening day win against Burnley on the weekend.
