Arsenal star Noni Madueke is in line to start tonight for England against Uruguay in their friendly on Friday night as Saka takes a break, ready to face Japan next week.
There has been debate as to whether Saka should have been called up by England boss Thomas Tuchel after a lull in form with The Gunners as of late.
The 24-year-old signed a new five-year deal with his boyhood club in February but has scored just six league goals in 27 appearances this season.
Speaking to Betfair, Shearer believes Saka can be crucial for Tuchel despite him struggling to find goal contributions.
“Saka is going be a big player for England. He hasn't quite hit the heights of what we know he can do this season.
“I don't think we can ever forget about and dismiss his numbers, goals and assists and all of that though, then he hasn't been as hot as what he can be.
“But I guess if England are to be successful in the summer, he will play a huge part in that.”
Saka has only nine goals and assists combined in the league this season in what has been a dire campaign despite Arsenal dominating throughout.
He will face Japan next week in England’s friendly after they face Uruguay as he tries to prove to Tuchel that he can be trusted for the summer World Cup squad.
