Russian clubs and the national team have been suspended from FIFA and UEFA competitions since the country invaded Ukraine in February 2022.
Infantino said he was hopeful of Russia returning in April last year, and has repeated his comments once more this week as he prepares to allow the country back into European competition.
“We have to, definitely,' Infantino said when asked about potentially lifting the ban.
“Because this ban has not achieved anything, it has just created more frustration and hatred.
“Having girls and boys from Russia being able to play football games in other parts of Europe would help.”
A UEFA Executive Committee meeting will take place later this month, with European football's governing body having the ability to oversee the nation's return to competitions.
UEFA had previously attempted to reintroduce Russia into under-17 competitions in 2023, but received backlash from fans and reversed the decision.
Introducing Russia back into Europe would be a controversial decision but Infantino will have to have backing at the meeting this month to make such a change which will have seriously implications for a number of teams.
