Off contract in June, Bernardo is expected to leave City at the end of this season - and Pjanic insists Juve must try for the Portugal international.
Pjanic told La Gazzetta dello Sport: "If I can't afford the investment in (Sandro) Tonali, then I'll sign Bernardo Silva. He's the champion Juventus needs: quality, personality, and experience.
"Bernardo can turn things around."
On coach Luciano Spalletti, Pjanic also said: "Renewing Luciano Spalletti is the right move. He's a top coach: he's given the team a clear identity, and the club needs stability to return to winning ways.
"We'll also need at least three top-quality signings, one for each department."
