Al-Hilal coach Simone Inzaghi is eager to work with Nunez, having been interested in the Uruguay international while in charge of Inter Milan.
Al-Hilal are said to be willing to meet Liverpool's €65-70m asking price to close an agreement.
Nunez has recognised he needs to move on after seeing Liverpool bring in Hugo Ekitike and Florian Wirtz as fellow attacking options this summer.
