The Gambia international, 19, is a left-sided centre-half and has shone in Norway's top-flight this season.
Kinteh joined Tromso from Senegal's Mawade Wade academy, which has a partnership with the Norwegian club.
The youngster is also wanted by Swiss clubs Basel and Young Boys, with their market still open until February 16.
Tromso rate Kinteh currently in the £4m class.
