Amid persistent speculation of Palmer being open to returning home to the Northwest this summer and joining Manchester United, Rosenior is adamant the midfielder is buying into his plans and system.
"Cole's bought in (to the process) and been magnificent," said Rosenior. "He wants to be playing every minute of every game.
"We know the player that he is and the character that he is, but he's also maturing as a human being. He understands the bigger picture, which is his career.
"I'm also very conscious that the lads played in the Club World Cup and went through the summer with no break. Then they've played so many games, our schedule has been crazy, and they will have the World Cup and international games to play (in the summer).
"I want to make sure that the well-being process is correct for these players, and for their careers as well."
Rosenior continued: "It's day-by-day (with Palmer). It's making sure he feels right, that he can contribute to the team in the way that he wants to. We’ll keep working on that.
"Very soon, I'm sure he'll be in a place where he can play every minute of every game, and I'll be a very happy man."
As Palmer works his way to full match fitness, Rosenior says they will continue to manage his return.
"On Cole, there isn’t a time frame that means he is going to be perfect in a month, two months or three months. Game-to-game is the way we’ve been working with him, and that is the way we have to continue to work with him and a few of our players.
"You want all of your players to be 100 per cent match fit, 100 per cent of the time. That's not going to happen, not just with Cole but with every player, especially given our schedule. I'm trying to get the very best out of him and my team at the same time.
"Also, I'm taking into account, hopefully, the many games we still have to play in the many competitions we're still in, to make sure we're still very, very strong come April and May. That affects my decision-making."
