Girona management have hopes to signing the Germany international this month.
Ter Stegen is eager to find himself a new club after warnings from Germany football chief Rudi Volller that he needs regular action to be sure of his place in this summer's World Cup squad.
A move to Girona has been discussed, but Sport says Ter Stegen's salary is proving an issue.
Should he arrive on-loan, Ter Stegen would need to be paid €5m for the remainder of this season. However, Financial Fair Play demands suggest Girona can only cover €500,000 - €750,000 of that figure.
