Guehi will not be allowed to play in the Carabao Cup final as rules state if a player is signed after the first leg of the semi-final that he is ineligible to play in the remainder of the competition.
As the former Crystal Palace star signed for City from Crystal Palace on January 19th, six days after the first leg of the semi-final, he will remain illegible.
Speaking this week, Guardiola revealed that the club will be looking for solutions to the situation which could allow the defender to start the game.
"Hopefully we can convince the Carabao Cup that Marc can play the final. I don't understand why he cannot play the final," Guardiola said.
"You buy a player for a lot of money, and he is not able to play for a rule I don't understand. Hopefully they can change it.”
The rules will not change
However, as reported by Sky Sports, the EFL will not change its competition rules as Guardiola looks towards the likes of Ruben Dias, Max Alleyne, Abdukodir Khusanov, and Nathan Ake to cover for the England international.
City have already benefited from one rule change this season that allowed players to play for two teams in the same competition, instead of being cup tied.
This came as Antoine Semenyo and Max Alleyne to feature for the side, despite the pair already starting for Bournemouth and Watford earlier this season.
