Luis is set to take his first major step into European management after reportedly reaching an agreement to become the new head coach of Monaco over the past week.
The former defender also held talks with Bayer Leverkusen, the German side who sacked Kasper Hjulmand after the club failed to qualify for the Champions League.
However, talks stalled as transfer expert Florian Plettenburg reveals that Luis does not hold the correct license, putting a dent in his chances of managing in Europe.
“The problem: Luis only holds the CONMEBOL coaching licence, not the UEFA Pro Licence. Leverkusen were in contact with UEFA to find a solution, but the process took time. Luis did not want to wait, especially as AS Monaco were also pushing for him.
“Monaco are now prepared to pay fines of up to €25,000 per match if necessary. If no special exemption is granted, his CONMEBOL licence would automatically be recognised as a UEFA Pro Licence after three years as a head coach. Luis has been Flamengo head coach for around 1.5 years.”
Luis, 40, averaged a trophy every 14 games as he led Flamengo to seven titles in his 100 matches in charge before leaving the role in March after he reportedly fell out with the board.
Monaco are clearly willing to take the financial hit to bring him in before the start of the new season, a move that looks likely to happen in the coming weeks even if no special exemption is granted.
