Despite the arrival of Lille striker Jonathan David, Toni insists Juve will still be a centre-forward short if Vlahovic leaves.
On Vlahovic's situationb, he told La Gazzetta dello Sport: "Going from being the king of the transfer market to being out of the running is a big difference, but if he earns a lot, it's not his fault.
"Dusan will always score goals; I could see him playing for any Serie A team. But one thing is certain: David has impressive numbers, but if you sell Vlahovic, you'll need another 20-goal striker."
On a potential return of PSG striker Randal Kolo Muani after last season's loan, Toni was bullish.
He said, "He's a European striker, he already knows Juve, Tudor, and Serie A: it's right to bet on his return. What if he falls through? I'd bet on (Rasmus) Hojlund, perhaps on loan.
"During his season at Atalanta, before his move to Manchester United, he gave me excellent feedback. I'd base my decision on that, not on the difficulties he had in England."
On David's qualities, Toni also said: "Numbers are crucial for a striker, and David's are impressive. I'm curious to see if he can keep up that pace in Italy, with less space and stronger defenses. It will be a great challenge for him too.
"(Kenan) Yildiz's quality will make him easier: the Turk's confirmation is a major coup for Juventus; these days, it's hard for anyone to resist offers from the Premier League."
