Kante has been cleared to leave Al-Ittihad for Fener after a deadline day switch collapsed.
An appeal to FIFA was also rejected after it was ruled that while an agreement had been struck, the necessary paperwork was not submitted in time.
However, Fenerbahce confirmed on Wednesday that the issue had been resolved and that Kante had joined the club after two and a half years in Saudi Arabia.
The intervention of Turkish president Recep Tayyip Erdogan was key to the transfer being resolved in Kante and Fener's favour.
