According to Fabrizio Romano, talks between Chelsea and the player’s camp have begun, with Simons understood to be keen on the move.
Chelsea’s move will depend on outgoings, however, with Chrisopher Nkunku, Joao Felix, and Raheen Sterling all expected to leave this summer.
Premier League rivals Arsenal are also interested in the Dutchman but they are currently prioritising a move for Viktor Gyokeres.
