BBC Sport is reporting the Football Association of Wales is in contact with Moore, who is an England youth international.
Moore, 18, qualifies through his grandparents and has held talks with Wales coach Craig Bellamy.
He has played regularly for England's youth teams right to the U19 level.
Moore is the youngest to ever play for Tottenham and also the youngest English player to score in European club competition.
