The former Spurs and Republic of Ireland fullback joined Tottenham as a teenager in 1993 when Terry Venables was manager and the team boasted the likes of Paul Gascoigne, Paul Stewart, Gary Lineker and Gary Mabbutt.
Asked about the status of Spurs back then compared to the present day, Carr told Tribalfootball.com: "When I started, it was so different. Football was different, you know what I mean?
"The club, I remember watching them. The FA Cup final, Gazza, it was different. They were a big club. But the distance has become bigger now (with the major clubs).
"Even going to the Champions League, you can have eight teams there. It never used to be like that. The Aston Villas and Newcastles have now done it."
Carr continued: "As a club, it was huge. It was huge for me and amongst the players at the time. The players they had there were massive, massive players in English football. That's changed. It's just a different ball game now. It's dictated by the money, more so than football, a lot of it.
"(The changes) have been good for the players. But has it taken away a lot of it? Yeah, of course it has. Definitely. For the fans, it definitely has.
"It's tough being an owner of a club now. It's billionaires, not millionaires. You used to be a millionaire to own a football club. You have to be a billionaire, or there are people behind you."
