Gasperini has failed to be won over by Artem Dovbyk and instead wants to bring in a new centre-forward to make the most of his system.
La Gazzetta dello Sport says Tel is Roma's top target, with the Frenchman having signed for Spurs from Bayern Munich last summer.
Tel, 20, is for now not regarded as a first-choice for Spurs manager Thomas Frank.
