Midgely will replace Luke Fedorenko, who left the position earlier this year to join a football agency.
Midgley has also worked inside Manchester City's academy alongside United's director of football Jason Wilcox and Stephen Torpey, the new head of United's academy.
At City, he was in charge of youth scouting across the UK.
