The England international is in his second season with Atletico, with United seeking a loan-to-buy arrangement in January. The Premier League giants were knocked back by Atletico with the same offer over the summer.
United would be willing to insert a permanent option set at £45m.
It's been suggested United view Gallagher as a replacement for Kobbie Mainoo, though he is one of many candidates, which also includes Brighton midfielder Carlos Baleba.
