Berta has been following the Italy international since before his junior days with Spezia.
However, Inter are aiming to head off the Premier League leaders by offering a new deal to the young centre-forward.
Inter are offering Pio Esposito a new five-year contract to 2031 and will raise his current €1.1m salary to €3m plus bonuses.
