The Sun says Gala are keen and willing to offer a three-year deal to Bissouma, who is currently recovering from an ankle injury.
The midfielder's deal with Spurs expires at the end of the season and it's suggested he wants to play for the club again before he departs.
Bissouma is yet to play for Spurs this season.
