The Gunners want to solidify their position at the top of the tree, and Arteta is looking to add a quality left winger to his ranks.
Leandro Trossard and Gabriel Martinelli are currently vying for that spot in the starting lineup. Invariably, Trossard has come out on top of that battle, and the Brazilian only made 11 starts in the Premier League.
Martinelli has been linked with a move to PSG, and even though he is happy at the Emirates Stadium, another signing could create a bigger problem for the 25-year-old.
According to talkSPORT, Arteta is "personally leading the drive" to sign Morgan Rogers from Aston Villa, and preliminary talks with advisors have already taken place.
Rogers recently helped fire Villa to Europa League glory, ending their 30-year drought without a major trophy, but squad cost ratio regulations have forced them into possibly selling some of their best talent.
Villa have placed an £80 million asking price on Rogers, with Arsenal set to face competition from Chelsea and Manchester United for his signature.
