Hall has been working his way back from a hamstring injury.
And he produced a brilliant display, and even won a penalty, as England U21s beat Republic of Ireland 2-0 at Birmingham on Friday.
Carsley said: “You saw against Ireland that he’s an outstanding player.
“He’s a player that I was lucky enough to have the chance to give a senior cap. His biggest thing now is just to stay fit and to keep building and that he’s in a good place.
“All of the players can still develop all of their attributes. Lewis has got a lot of outstanding ones.
“The one attribute that you don’t see is his mentality. He’s very professional, wants to win and compete. You can’t coach that.”
