The 19-year-old joined the Toffees from Burton Albion in August 2024.
Tranmere boss Andy Crosby said: "Will is a player whose career I've followed with interest since I saw him play in the FA Youth Cup for Burton Albion v Port Vale a couple of seasons ago.
“Since then, his career has taken an upward trajectory following his move to Premier League Everton.
“Will is a fantastic athlete, physically imposing in duels and quick over the ground.
“He is ready for League Two football, and we look forward to welcoming him into our Club and helping him improve our group.”
