Villa confirmed the move on Tuesday.
Rowe signed a scholarship with Villa in July 2023, having made his debut for the club's Under-21s as an Under-16 and captaining the side which won the Under-16 Premier League National Tournament.
Last season saw the England Under-19 International play a key role as our Under-18s claimed a domestic treble, starring in both the Under-18 Premier League National Final and FA Youth Cup Final at Villa Park.
Rowe told the FC Annecy website: "I'm coming on loan from Aston Villa. I'm going to bring a lot of energy and technology to the team, and I'll give everything I can.
"I chose the annecian project because the level of this league is interesting, and I think I can have an impact and help the team grow and succeed. I can't wait to play in front of you, to meet you, and I hope we'll have a great season. "
