Tel joined Spurs permanently from Bayern this summer.
Kane, after scoring against his old club in Bayern's 4-0 preseason win, was asked about Tel.
He said, "He’s got great potential. Whether he’s playing as a left winger or a striker, he gets into dangerous areas, he can finish the ball well, and he’s good one-v-one.
"I don’t want to put too much pressure on him – he’s going to the Premier League, he’s still extremely young although he has a lot of experience here, he still has to develop and improve, he knows that and he works hard to do that, so I just want him to go and enjoy himself, have confidence and hopefully he can shine in the Premier League."
On working with Tel, Spurs manager Thomas Frank said: "Very, very excited about Mathys signing with a permanent deal. I think he’s a very talented player who can play across the front four positions.
“He’s a goalscorer that we can develop even further to be more consistent in his all-round game but also to more consistently land in the right positions in the box. So I’m looking forward to it.”
