The former Borussia Dortmund and Liverpool manager has been in the job as Red Bull's global football director for almost 18 months.
But Hoeness insists Klopp is wasting his ability in the post, telling BILD: "In my opinion, it is not a role that suits him.
"Jürgen Klopp should be on the football field. He is not a person who travels around the world and gives lectures.
"His greatest strength is his social skills and how he can motivate players. But how can you get things going in Leipzig when you are already back in Salzburg and then fly to Brazil?"
Asked for a reaction to Hoeness' comments, Klopp responded: "I have always had the greatest respect for Uli Hoeness, and even more for his opinion. But his opinion does not always have to match mine. And in this case I see things a little differently."
