Hutton admits he's been taken aback by the tension between Frank and the Tottenham support, insisting the Dane has been dealt a poor hand this season given the team's injury issues.
On the eve of Tottenham's Champions League clash at Eintracht Frankfurt, Hutton told Tribalfootball.com on behalf of Spreadex Sports: "No, it was not as bad (tension with fans) when I was there.
"I think in my first season under Juande Ramos, we had a really poor start. We were down towards the bottom of the league. I don't think we'd won a game in the first eight games. I was out injured, but there was a lot of tension, should we say, around about there.
"Ultimately, we understood we had a really good squad and we managed to get ourselves out of it. Ramos moved on, Harry Redknapp came in, but it wasn't as bad as what I've seen recently in terms of the players reacting to the fans, things on social media. It was never... it didn't get to that stage."
Asked if Frank has found himself out of his depth at Spurs after his summer move from Brentford, Hutton remains convinced the Dane has the ability to succeed in the job.
He continued: "It's a huge, it's a huge job. Don't get me wrong. It really is. And the demands from the fans, from the hierarchy to compete and win silverware as well, although they've not done it, well, they have done it recently, but before that there was a long period of time where they hadn't.
"They've got everything in place in terms of the stadium, the training ground, the facilities are all top notch. I don't think it's too big a job for him. I think he's capable. I think he's more than capable as a manager.
"I just feel, and I don't want to make excuses, but I'm going to give him one, the amount of players that he's been missing this season, integral parts of that squad, whether it be midfield and attacking areas. I think this has really gone against him.
"So I think we can fully judge him when some of these players come back. Then we'll see the full strength of the Tottenham squad moving forward."
