Before naming Ange Postecoglou as new manager, Forest made an attempt for Perez, reports AS.
However, Perez refused to walk out on Rayo so soon after the kickoff to the new season.
Forest wanted Perez to replace Nuno Espirito Santo after his dismissal this morning, but the Spaniard rejected their proposal.
After receiving Perez's decision, Forest chiefs then turned to Postecoglou, who was a free agent after his sacking by Tottenham at the end of last season.
Perez took charge of Rayo in February 2024 after stepping up from his assistant coach's role. He was to follow Andoni Iraola to Bournemouth in the summer of 2023, but was denied the move due to work permit issues.
