The pair are in the Spain squad this week as cover for coach Luis de la Fuente's outright No1 Unai Simon, of Athletic Bilbao.
Raya told TV3: "Joan García is at an extremely high level.
"Barça wouldn't be where it is without him. He's a good guy, which is important, and he's a fantastic goalkeeper."
He added, "If the national team coach decides he should play, we'll support him from the start."
On the prospect of meeting Barca later in the Champions League, Raya added: "It would be an honour to face Barça in the Champions League semifinals.
"They are a very well-organised team , both defensively and offensively. And it's clear they are achieving very good results in both La Liga and the Champions League."
